The extra pairs on the sneaker (this is important) are really needed to make the laces tighter. But they are located above the main row of eyelets.
On sneakers, as in the picture, eyelets at the instep are needed to wick moisture away and provide ventilation.
These holes are needed for ventilation, they are present on all classic sneakers, there are (sneakers in the picture) on my vansiks, of course you can put laces in there, but this will already be non-standard lacing, not provided by the manufacturer.
As far as I know, these holes are not for laces, but for ventilation of the foot during exercise. I can't imagine how best to fix the foot in this place.
