I can tell from my own experience, to my shame I could not swim until I was 20. I thought it was all not mine and just sat on the shore. It turned out to be much easier to learn to swim than it seems. In general, do not waste time, sign up, they will teach you everything, and then you will thank yourself. Of course you can;) But depending on what purpose and what age you are. For a professional sports career, you need to start from the earliest years, from which they are taken to any sport, or if there is uniqueness and talent, which is rare. And "for yourself" you will be taken to any sports and recreation center and section, where they will teach you to swim. I won't say for sure about paid or free, but in my city passes are bought everywhere if it's not a sports school.
